The “Avançar” Programme, regulated by Ordinance No. 187/2023, published today in the Diário da República, introduces new financial support measures for businesses hiring young unemployed individuals registered with the Institute for Employment and Vocational Training (IEFP). The programme includes:
1. Financial support for the employer:
- 18 times the value of the Social Support Index (IAS) for applications submitted in 2023 and 2024.
- 12 times the IAS value for applications submitted in 2025.
- 10 times the IAS value for applications submitted in 2026.
Several additional bonuses to financial support are also foreseen.
2. Financial support for social security contributions – covering 50% of the employer’s contributions during the first year of the contract, up to a maximum of 7 times the IAS value.
3. Financial support for the young worker’s autonomy – €150 per month for the first year of employment. This support is available to beneficiaries whose basic salary in the employment contract does not exceed four times the national minimum wage.
